Next the second step you must download this file 

Download Detector Vram

Extract file and copy to C:\Program Files (x86)\Pro Evolution Soccer 2016

Or you PES 2016 Location

If this tutorial still not working you must delete dxgi.dll from C:\Program Files (x86)\Pro Evolution Soccer 2016 (the file from Detector Vram)
